I think what the investors were doing is alot different than most short sales or "foreclosure rescues". They were going after delinquent property tax homeowners with equity and getting the deed into there name.  All along knowing there was equity and they could make a profit. What they did (on paper) was perfectly legal, but extremely unethical.
