An Abandoned House

I tried to reach an owner of an abandoned house. The house was purchased in the late 90's for 37K, was HUD owned & it has been sitting ever since. The deal is perfect for me because I'm prepared to offer him as much as $100K but I'll start my bid with him at $60K. I don't know if he (the owner) knows, but possibly ARV = $240K.
